You can play around with the uF a little bit, if you can''t find a 13, find one a little bit higher, may even be a bit cheaper if you get a common value. Rule of thumb generally, is not to go below the uF value, but a little higher is ok.
What caps are in there now? Is there something wrong with them? I would leave it alone unless they need replacing. Sure Jupiters and V-caps are nice sounding caps, in the right circuit, and likely will change the sound but remember the amp was never voiced for those, so they might sound great all the time or in some volume or frequency ranges they may sort of
